A buyer should match every compliance and shipping document to the exact scent-machine model, version, battery, wireless function, adapter, fragrance oil and destination market. A PDF with CE or FCC in the filename is not enough.
Start with a configuration sheet and a document register. Compare model numbers, ratings, applicant or manufacturer, test standards, dates and report scope before production and again before shipment.
This checklist supports a purchasing review. It is not legal, customs or dangerous-goods advice. Requirements change by market and transport route, so use a qualified compliance and logistics provider for the final decision.
Build the configuration record first
Documents cannot be checked against a moving target. Freeze the product details that affect the review.
- Supplier and manufacturer identity
- Product and model code
- Housing and electrical version
- Input voltage, adapter and plug
- Battery chemistry, model and capacity where fitted
- Bluetooth, Wi-Fi or other radio function
- Screen, control board and firmware version where relevant
- Included hose, accessories and fragrance oil
- Brand name and rating-label artwork
- Destination country and sales channel
- Air, sea, rail or courier route
If a private-label model name differs from the tested model, create a clear cross-reference and ask the responsible compliance party whether additional documentation is needed.
European Economic Area
CE marking applies only where EU legislation requires it. The European Commission explains that manufacturers must identify the applicable rules, carry out the conformity assessment, prepare technical documentation, issue the EU Declaration of Conformity and apply the mark. CE is a manufacturer declaration, not a general approval issued by a central EU office.
A buyer or importer should review the exact declaration, product identification, manufacturer details, applicable legislation and standards. Technical documentation may include design and manufacturing information, risk assessment, test evidence, labels and instructions.
The exact EU rules can depend on electrical ratings, electromagnetic behavior, radio functions, materials and other product characteristics. Do not copy the legal list from a different diffuser.
Official starting points include the European Commission CE marking page and Your Europe technical-documentation guidance.
United States radio-frequency review
The US Federal Communications Commission states that RF devices subject to its rules must follow the applicable authorization procedure before marketing or import. The route can be Certification or Supplier's Declaration of Conformity, depending on the device and rule part.
A Bluetooth or Wi-Fi scent machine needs review as the exact marketed product. Ask whether the device uses a certified module, what integration conditions apply, which FCC identification or SDoC records support it and what label and manual statements are required.
The official FCC equipment authorization guide is a starting point. A recognized test laboratory or Telecommunications Certification Body can advise on the route.
Battery documents and transport
A rechargeable version changes the shipping review. Identify the cell and battery pack used in the exact machine. Ask for the test summary and other records required by the carrier and route.
UNECE publishes the UN Manual of Tests and Criteria, including subsection 38.3 for lithium cells and batteries. The Revision 8 files and Amendment 1 are available on the UNECE site.
IATA's 2026 Battery Guidance Document says it is based on the 2025–2026 ICAO Technical Instructions and the 67th Edition of the IATA Dangerous Goods Regulations. IATA also warns that the guidance itself should not be treated as the source of regulatory compliance. Use the current regulations and the carrier's acceptance rules for the shipment.
Battery model, watt-hour rating, packing configuration and whether the battery is contained in equipment can change the shipping instruction. A report for a different battery pack should not be accepted by resemblance.
Fragrance-oil documents
Fragrance oil is a chemical product with its own handling and transport review. Ask for a current Safety Data Sheet for the exact formula and market language. OSHA's Hazard Communication resources explain the standardized SDS format used for workplace hazard communication in the United States.
An SDS is not a machine-compatibility approval. It also does not settle every transport question by itself. Ask the logistics provider whether the formula's classification, flash point, packaging, quantity and route require further records or handling.
IFRA Standards manage the safe use of fragrance ingredients through use categories and limits. IFRA states that final responsibility for putting a safe product on the market stays with the company. An IFRA Certificate of Conformity has a defined role and does not replace local law, an SDS or transport documents.
A working document register
| Item | What to match | Common warning sign |
|---|---|---|
| Test report | Exact model, electrical or radio version, applicant, standards and date | Similar product photo with a different model number |
| Declaration of Conformity | Product identity, responsible manufacturer, legislation and signature | Generic declaration covering an unclear family |
| Rating label | Model, input, manufacturer or responsible party, required marks | Artwork created before the configuration was frozen |
| User instructions | Exact functions, safety text, language and responsible-party details | Manual describes Bluetooth, battery or controls the unit does not have |
| Battery test summary | Cell or pack identity and tested type | Supplier sends a report for a different pack |
| SDS | Exact fragrance formula, revision and supplier | Trade name does not match the shipped oil |
| Shipping record | Classification, packing, marks, labels and route | Old document copied from a different shipment |
| Commercial documents | Product description, quantity, value, origin and trade term | Invoice description conflicts with the packing list |
Private-label changes to flag
A logo alone may look minor, while a new rating label, model name, adapter, radio module, battery or manual can affect the document set. Submit every change to the party responsible for compliance.
Custom retail packaging may need importer or responsible-party information, product identification, safety text, language, recycling marks and other market-specific content. Do not place a mark on the box because a competitor uses it.
Keep an approved artwork package tied to the exact product version. Store declarations, reports and test summaries in a controlled folder with revision dates.
Before paying a production deposit
- Freeze the product and packaging configuration.
- List the destination countries and sales channels.
- Obtain a document index from the supplier.
- Check model numbers and version references.
- Send open questions to a qualified compliance provider.
- Confirm who will be manufacturer, importer, responsible party and certificate or report holder where applicable.
- Check whether branding or component changes require updated evidence.
- Record unresolved items in the purchase agreement.
Before shipment
- Confirm production matches the approved sample and document set.
- Check the final rating label, carton marks and manuals.
- Match the battery and oil to their current documents.
- Confirm the carrier accepts the planned packing and route.
- Review commercial invoice, packing list, origin information and trade term.
- Keep copies available to the importer and customs broker.
Frequently asked questions
Do all scent machines need CE and FCC?
No single answer covers every market and configuration. CE marking applies only under relevant EU legislation. FCC requirements depend on the device's RF functions and applicable rules in the United States. Check the exact product and destination.
Is a CE certificate enough for Europe?
Do not reduce the review to one certificate. The manufacturer may need conformity assessment, technical documentation, an EU Declaration of Conformity, labels and instructions under the applicable legislation.
Does Bluetooth require FCC certification?
An RF device needs the applicable FCC authorization route. The route and integration conditions depend on the product and module. A qualified lab or TCB should review the exact design.
Is an MSDS enough to ship fragrance oil?
It is a starting document for hazard and handling information. Classification, packaging, quantity, route and carrier rules may require further review.
Can documents from one model cover another model?
Only when the responsible compliance party confirms that the scope covers the other product. Similar appearance or a shared supplier is not proof.
Request a document-gap review
Send the exact model, version, battery status, wireless functions, fragrance-oil scope and destination to WhatsApp. We can organize the supplier document list and mark gaps for your compliance or logistics provider.
Regulatory statements link to the European Commission, FCC, UNECE, IATA, OSHA and IFRA. Rules and carrier practices can change. The exact product and route must be checked before import or shipment.
